Summary/Abstract: The Temporary Study Commission on the Future of the Adirondacks (TSCFA) was appointed in 1968 by New York Governor Nelson A. Rockefeller to investigate issues that would have an impact on Adirondack Park use including issues pertaining to private and public lands, wildlife, forests, minerals, water, air, transportation, economy, recreation, and local government. The records include reports, studies, addresses, newspaper articles, New York State legislation-related material, financial records, and printed material concerning the Adirondack region and the operations of the TSCFA. Also included is correspondence among members of the commission and with interested individuals. Biographical/Administrative Statement: In 1968, after an effort for an Adirondack National Park had failed, New York State Governor Nelson A. Rockefeller appointed the Temporary Study Commission on the Future of the Adirondacks (TSCFA). The TSCFA was charged to investigate issues that would have an impact on Adirondack Park use including issues pertaining to private and public lands, wildlife, forests, minerals, water, air, transportation, economy, recreation, and local government. The commission was to make recommendations that would insure development was consistent with the long-range well being of the park area as an integrated entity. Harold Hochschild, who founded the Adirondack Museum, became chairman. Near the end of 1970, the TSCFA submitted its report to Rockefeller. Numerous studies were taken and many recommendations were made including encouraging the State to leave Article XIV of the state constitution alone. Article XIV states, in part that the "lands of the State, now owned or hereafter acquired, constituting the Forest Preserve as now fixed by law, shall be forever kept as wild forest lands. They shall not be leased, sold, or exchanged, or be taken by any corporation, public, or private, nor should the timber thereon be sold, removed, or destroyed." The first of many TSCFA's recommendations was that an independent, bipartisan Adirondack Park Agency (APA) "be created by statute with general power over the use of private and public land in the Park." Scope and Content Note: The Temporary Study Commission on the Future of the Adirondacks (TSCFA) records include field reports, interim commission reports, and a report from the New York State Joint Legislative Committee on Natural Resources; studies including a Comprehensive Public Water Supply Study for the City of New York and County of Westchester; and a Study of the Adirondack Park Forest Preserve, and others pertaining to water, land use, wildlife, and campsites; and addresses including "The Adirondacks and the Future," by Laurance Rockefeller before the Adirondack Mountain Club. There also are newspaper articles including "The Adirondacks-Forever Wild," by C.H.D. Clarke; New York State legislation-related records including the New York Forestry Practice Act, the Fisher Tax Law, and the Easement Appurtenance Statute; financial records; and printed material regarding the Adirondack region and the operations of the TSCFA including "Scenic Easements and City Life," by Arthur A. Davis, "Public Use of Forest Wildlife," by William L. Webb, and "The Adirondacks as a Refuge from Environmental Pollution," by Vincent J. Schaefer. Also included are position statements including the Adirondack Mountain Club, Statement of Position (July 27, 1967) regarding a Proposal for an Adirondack Mountains National Park; a statement of the Sierra Club, by Alfred S. Forsyth, Concerning the TSCFA Hearing, Lake George, N.Y.; and a statement of Gerard A. Perez, Regional Manager, Adirondack-Green Mountain Region, before the TSCFA Hearing, Lake George, N.Y. Additional records include resolutions such as a Resolution of Endorsement of the Commission's Report by the Adirondack Trail Improvement Society; a Resolution of Endorsement of the Commission's Report by the Trustees of the Adirondack Mountain Reserve; and Resolutions Adopted by the Lake George Association Relative to the Adirondack Park Area.
