The collection is comprised of materials created and compiled by John W. Stock, a professional forester, property rights advocate, historian, civic leader, and a commissioner of the Adirondack Park Agency from 1973-1987. The bulk of the collection pertains to Stock's work with the Adirondack Park Agency and includes materials related to forest management, clearcutting, land use in the Adirondack Park, forest taxation, the 1980 Olympic Games at Lake Placid, and general APA regulations and operations. Materials in the collection include meeting minutes, correspondence and memoranda, hearing transcripts, reports and publications, and subject files on a number of topics. John W. Stock was a professional forester, property rights advocate, historian, civic leader, and a commissioner of the Adirondack Park Agency from 1973-1987. Stock also served as a forest superintendent for the Litchfield Park Corporation from 1956-1982. John W. Stock was born July 11, 1915, in East Aurora, New York. He attended East Aurora High School and continued his education at the New York State College of Forestry at Syracuse University (now the State University of New York College of Environmental Science and Forestry), graduating in 1937. He married Phyllis Brown in 1939, and the couple had two children. Stock died at his home in North Port, Florida, on January 7, 1999. After graduating from college, Stock managed a Civilian Conservation Corps camp in Coeur d'Alene, Idaho, and worked for the U.S. Forest Service in the northwest and New England. He returned to New York State during World War II, serving in the New York State Guard and working at the Buffalo Arms Company. From 1944 through the mid-1950s, Stock worked as a forester for the Emporium Lumber Company in Conifer and as a land assessor for the St. Lawrence Seaway Commission. In 1956, he began work as a forest superintendent for the Litchfield Park Corporation, which operates a 28,000-acre industrial forest in Hamilton and Franklin counties. Stock continued to work for the company until his retirement in 1982. Speaking about the history of Litchfield Park in 1974, Stock credited his leadership as forest superintendent in transforming the forest "from a hunting preserve that didn't work to an industrial forest that does work." In August 1973, Stock was appointed to the Adirondack Park Agency (APA), filling a seat specifically created for a resident of the Adirondack Park. He was the first Franklin County resident to serve as a commissioner of the APA. Stock initially opposed the creation of the APA, and often criticized the agency for neglecting economic concerns and the rights of the park's private landowners. During Stock's tenure with the APA from 1973 to 1987, he was an outspoken advocate for forestry industry interests and for residents of the Adirondack Park. "Many local people view[ed] him as an able spokesman for their perspective on issues," Louis Simmons, Tupper Lake historian and long-time editor of the Tupper Lake Free Press, said of Stock. While on the APA, Stock helped to create the agency's economic development committee and served as its chairman. He also served as chairman of the agency's enforcement and operations committees, and chaired a task force on restoration and economic development in the park's hamlets. Throughout Stock's time in Tupper Lake, he was deeply involved in local business and economic interests in the area. He served as President of the Tupper Lake Chamber of Commerce and Vice President of the Greater Tupper Lake Area Development Corporation, and was a member of the committee that established the Big Tupper Ski Area. He served on the boards of the Wawbeek Development Corporation, the Tupper Lake Medical Center, Farmers National Bank, and the Black River-St. Lawrence Economic Development Commission. In the 1990s, Stock was a consultant to the Blue Line Council, a property-rights organization of the Adirondack Park. Stock was also active in professional forestry organizations and activities. He served as a member of a forest advisory committee to the U.S. Secretary of Agriculture from 1970-1974, and was New York State chairman of the Forest Industries Committee on Timber Valuation and Taxation. He was President and Vice-President of the New York Forest Owners Association and a Fellow of the Society of American Foresters. Stock has also published several articles on beech tree disease and forestry economics. In addition to his involvement in business and forestry concerns, Stock was also active in a number of educational, fraternal, and service organizations in Franklin County. He was a member of the board of the Goff-Nelson Memorial Library in Tupper Lake for over 20 years, serving as the board's Vice President during the 1970s and President during the 1980s. He served as Director of the Library Trustees Foundation of New York State for several years, and was President of the Clinton-Essex-Franklin Library System and Vice-President of the Regents Advisory Committee on Educational Television. Stock was an organizer and active member of the Tupper Lake Volunteer Emergency Squad for fourteen years. He was also President of the Tupper Lake Rotary Club, Master of the Mount Arab Masonic Lodge, and a member of the Tupper Lake Town Zoning Board. Stock was also a historian. Over a span of two decades, he delivered numerous lectures on the history of Litchfield Park, the history of mill towns, forest management, the Forest Preserve, charcoal manufacture, logging, and political and economic history in the Adirondack Park. His history of Litchfield Park, Litchfield Park: Stories from the Adirondack Great Camp, was published posthumously in 2004. As a result of Stock's dedication to the Adirondacks and to his community in Franklin County, he has been recognized with a number of awards and honors, including the Public Affairs Leadership Award from the Northern Loggers Association, the Heiberg Award from the New York Forest Owners Association, the Liberty Bell Award for outstanding citizenship from the Franklin County Bar Association, and a North Country Citation from St. Lawrence University. The Tupper Lake Chamber of Commerce named him Citizen of the Year in 1981. In 2003, Stock became the first honoree of the annual Adirondack Park Agency Arbor Day Tree Dedication, in recognition of his commitment to the Adirondack Park. |

It is unclear whether the titles on these folders represent original folder titles and arrangement, or whether arrangement was imposed. Original folder titles have been preserved whenever possible; dates have been appended to all folder titles. Oversized maps have been removed from folders and are stored separately. Notes indicating identifying information about oversized materials and storage locations have been placed in folders originally containing oversized materials. A list containing titles and descriptive information about maps in this collection is appended to the finding aid. |

The bulk of the series is comprised of subject files related to forest taxation issues, particularly Section 480a of the New York State Real Property Tax Law (also known as the Fisher Tax Law). The forest taxation subject files contain some materials related to the Adirondack Park Agency and Stock's role as an APA commissioner. However, a significant amount of materials in the subject files pre-date Stock's involvement with the APA. The forest taxation subject files also include documents related to Stock's role in other organizations, including the Forest Industries Committee on Timber Valuation and Taxation and the New York Forest Owners Association. The series also includes several maps of land in Hamilton, Warren, Franklin, and Essex counties, including land holdings of D.B.
